During February 2008 UNEP's meeting in Montecarlo, Earth Council Italia (ECI) made a presentation identifying how to tackle Waste Management challenges in Italy. This meeting provided also the opportunity to identify practical and implementable strategies to reduce global environmental degradation.

Earth Council Italia has taken the lead and developed a project that would enhance the effectiveness of climate policies. This project consists in the creation of an Environmental Bill which allows estimating and classifying the real estate value, based on its territorial/environmental "health."

This instrument is a concrete and innovative tool to enhance environment quality. The Environmental Bill can be utilized in any region facing environmental degradation. This represents a first significant step toward the legal evaluation and certification of the quality of the environment.

Earth Council Italia, reiterates its commitment to support UNEP's initiatives, and would like to submit this "Environmental Bill" proposal to your office.
